Educational council

In accordance with the Order of the Ministry of Education and Science dated September 8, 2015, No. 987, «On the Creation of Federal Educational and Methodological Associations in the Higher Education System»,  the Federal Educational and Methodological Association (FUMO) for the aggregated group of specialties and study directions in «Earth Sciences»,  belonging to the field of education «Mathematics and Natural Sciences»,  has been established.

The Chairman of FUMO for the UGSN «Earth Sciences»  is Academician D.Y. Pushcharovsky, the President of the Geological Faculty of Lomonosov Moscow State University. The Vice-Chairman is Academician S.A. Dobrolyubov, the Dean of the Faculty of Geography at Lomonosov Moscow State University.

FUMO «Earth Sciences» operates with six Educational and Methodological Councils (EMCs) for the following study directions:

Main Activities of FUMO«Earth Sciences» 

• Preparation of proposals to the Ministry of Education and Science of Russia on projects of federal state educational standards for higher education.

• Participation in the development of projects of federal state educational standards for higher education.

• Organization of work on updating federal state educational standards for higher education, taking into account the provisions of relevant professional standards; providing methodological support for the implementation of federal state educational standards for higher education.

• Preparation of proposals for optimizing the list of specialties and study directions in higher education.

• Organization of the development and expertise of draft model educational programs for higher education.

• Ensuring scientific, methodological, and educational-methodological support for the development and implementation of educational programs.

• Monitoring the implementation of federal state educational standards for higher education based on the results of state accreditation of educational activities, state control (supervision) in the field of education.

• Participation in the development and/or expertise of the fund of assessment tools for intermediate assessment of students and for final (state and final) certification.

• Participation in the expertise of the content and funds of assessment tools for open online courses and providing recommendations for their use in the implementation of educational programs for higher education.

• Participation in independent assessment of the quality of education, public and professional-public accreditation.

• Participation in the development of programs for advanced training and professional retraining.

• Participation in the development of professional standards.

Functions of Educational and Methodological Councils (EMCs) for Study Directions in Higher Education 

• Creation and updating of educational and methodological support for the implementation of educational programs for supervised study directions (specialties) based on existing federal state educational standards (FSES-3+ and FSES-3++) and, in the future, based on FSES-4 for UGSN, including organizing the development of model educational programs for study directions (specialties) and, if necessary, for study areas (profiles).

• Participation in the development of the next generation of federal state educational standards for UGSN (FSES-4).

• Organization of expertise for textbooks, teaching materials, and other educational and methodological materials for the implementation of educational programs for supervised study directions.

• Organization and conduct of training seminars and programs for the professional development of educational and methodological and teaching staff of educational organizations on issues related to the development and implementation of educational programs for supervised study directions.

• Creation and updating of a network interaction system for educational organizations implementing educational programs for supervised study directions; organization and conduct of periodic conferences and seminars to discuss educational and methodological issues and disseminate best practices.
